Board members present- Dave Beer, Barbara Henoch, Jim Kirby.
Regrets- Garth Rustand, Graham Shuttleworth
Meeting called to order at 7:15 pm
Meeting commenced 7:00 pm
1. Chairperson's report, see below. The minutes from the previous meeting were accepted and approved.
2. Island Corridor Group see the chairperson's report, below. Allan Dunlop also suggested the GNCC group could contact other advocates in the Victoria area, and he will provide contacts.
3. Cycling advocacy it was noted that a "routes and technical committee" should be resurrected to deal with roadway/cycling issues. Keith is going to check with Richard Harding about adding the map of Nanaimo Cycling Routes to our website or at least adding a link to it. It would be useful to all cyclists. Keith has also agreed to assist the committee and maybe be a member. We will have to contact some members directly to form this committee.
4. Financial report because of the treasurers absence no financial report was given. The bank balance as reported in the Sept 28/05 meeting, however, was $757.05. Graham Shuttleworth has advised the board that he will no longer be able to help as treasurer. No volunteers from the floor came forward, so the board will address this issue at a future meeting.
5. Membership Michael Bean volunteered to help as a board member. Thank you Michael! Gabriola Island is now represented...
6. Schedule and locations of meetings for 2005/6 several options were explored- to be addressed at the next board meeting.
7. GNCC's public face volunteers continue to be needed for input, and to increase its profile and provide communication amongst members. Michael Bean volunteered to help, in some way, in this regard. Some discussion about the Spokelore and its possible resurrection. No publications are currently being done due to the lack of volunteers.
8. Guest speaker Allan Dunlop, former GNCC member, is a cycling advocate and Can Bike
instructor, and is now transportation demand management coordinator for the University of
Victoria. Allan gave an informative and motivational talk on his role at the university,
and the challenges and opportunities of advocacy in regards to improving cycling conditions.
His experience and dedication were evident, and his presentation was well received. Allan
also left us copies of three brochures that we have permission to use. One is on bicycle
security and could be quite useful (the others have a Victoria, U. Vic. bias). He says
that they are going to do one on maintenace as well. Both could be modified and circulated
on the website and in hardcopy in bike shops. Thank you Allan!
Note: Allan's website is cyclingsolutions.ca.
Initially the GNCC was without a chairperson. A member had expressed an interest in the position but was unable to because of business pressures. It appeared as if the organization would cease to exist. A survey was conducted on the GNCC website and special general meeting was called (March 16, 2005) so members could express their feelings and volunteer for open positions. Thirteen persons attended that meeting. (some current and former members). It was agreed that there was still work to be done and the GNCC would choose to support only those issues and activities that they had the resources and manpower to accomplish. Barbara Henoch volunteered to act as a co-chair and Dave Beer said he would share the responsibilities with her.
Pressures to organize Bike Week immediately were great. Barbara was going to take the lead on this. It soon became apparent that we didn't have the time, resources and willing workers to run Bike Week (at least as it had been done previously). The Bike Week plan was scrapped in favour of conducting a public educational activity, using the funding from B.C. Transit that we had already received ($750.00). A Quiz to help celebrate Clean Air Day (June 8) and to teach the public about sustainable transportation and noxious gas pollution from power plants, industry and vehicle traffic was planned Both hard copy and web copies of the quiz were made available to the general public. Nanaimo's major, independent bicycle stores provided prizes of goods and services at reduced prices. There were over 100 participants.
A committee was struck to see how the GNCC can support the work of the Interior Corridor Foundation as they try to assume control of all the E&N, C.P. Rail and Rail America rail corridor from Victoria to Courtenay and also to Port Alberni. These lands would make for a wonderful multi-use trail. The group has had several meetings, has set short and long term goals and they are planning a presentation to be used to get other organizations involved up and down the Island.
The GNCC also released very professional looking "One Tonne Challenge posters" to be hung in malls, government buildings and in selected businesses. A media event was planned and press releases written. Thanks to Lyse for her tenacity, getting the posters produced and distributed!
We were unable to continue producing Spokelore, due to manpower. It was decided that we would use the GNCC website more extensively to get information to the public. This could change if the right individuals come forward.
A "Winter Training for Long Distance Cycling" course was offered. This was the second year it was offered, the first year there was 14 participants, the second year there were four. Thanks to Tom Hocking for his efforts.
The GNCC Brochure is being updated and copies will be made available to the public through bike stores and tourism offices. A group of four individuals have agreed to take on this task.
The GNCC set up a display and manned the booth at the South End Miner's Picnic this year. We distributed information on safe cycling and did free bicycle inspections and minor repairs for all who wished.
The GNCC responded to an advocacy issue involving the addition of a traffic island and the subsequent loss of the cycling lane on Northfield road as you come off the Parkway. It was decided that we need a group of members ready to respond more quickly to such issues in the future. Previously we had offered suggestions to the traffic planners about their plans to redevelop Hammond Bay Road from Departure Bay to Nottingham.
Respectfully submitted, Barbara Henoch, Dave Beer.
